OOC-API Annual Review of BSEE CFR Referenced Standards

The objectives of this effort, as they have been since this industry’s effort began in 2020, are for Offshore Operators Committee (OOC) and the American Petroleum Institute (API) to provide an avenue to:

  1. Annually review the standards currently referenced in the Bureau of Safety and Environmental Enforcement (BSEE) Code of Federal Regulations (CFR) with industry subject matter experts (SMEs)

  2. Identify the industry-related standards with a broad-range of industry SMEs that need to be updated, added, or removed

  3. Increase operating companies' knowledge of the standards referenced in 30 CFR 250.198

In 2026, the referenced standards process will change to expand engagement directly with the API Committee on Standardization of Oilfield Equipment and Materials (CSOEM) members.  The 2026 API/OOC BSEE Referenced Standards process will begin at the API E&P Winter Standards Meeting in January to collect recommendations for standards and allow review by membership.  After the Winter E&P Standards Meeting API and OOC will circulate the list and have recommendations reviewed by SMEs as well as OOC and API/DPOS Committee representatives.  At the Summer API E&P Standards Meeting, the reviewed list and report will be reviewed in person and reviewed with the CSOEM.  After, OOC and API/DPOS will review final document and identify any specific standards that need additional advocacy efforts prior to submission to BSEE.  The goal would be to complete the report in Sept 2026, to allow for Q4 initiation of the 2027 process. Any specific standard advocacy efforts identified will have a standard-specific timeline and appropriate approach coordinated between API and OOC staff to provide BSEE with any additional context or education efforts with permit facing staff to make incorporation effective.

The recommendation form is hosted in google forms. If for some reason you are unable to access google forms, you can attempt the following known solutions:

If either solution does not work, you can also fill out the form from the PDF or MSWord version of the form and submit to ben@theooc.org for entry into the system.
